    What is Annapurna Bhandar Scheme?

Annapurna Bhandar (also called Annapurna Yojana) is a West Bengal Government welfare scheme that credits ₹3,000 per month directly to the Aadhaar-linked bank account of eligible women beneficiaries, totalling ₹36,000 per year. The Department of Women & Child Development and Social Welfare runs the scheme, and Chief Minister Suvendu Adhikari notified it on 19 May 2026 after the new cabinet approved it on 11 May 2026.

The application form became available online from the night of 27 May 2026, and the enrolment window is open for 90 days, from 1 June 2026 to 25 August 2026. The form is issued by Nabanna and is downloadable in English, Bengali, and Hindi from the official West Bengal Social Security portal and offline at every Block Development Office (BDO), Sub-Divisional Office (SDO), and Municipality office across the state.

Around 2.20 crore women currently enrolled under the predecessor Lakshmir Bhandar Scheme will be auto-migrated to Annapurna Bhandar, except for roughly 30 lakh beneficiaries who were found ineligible during the SIR-2026 database cleaning (non-citizens, voters removed from the rolls, or those who did not apply to a SIR-linked tribunal or under the Citizenship Amendment Act). The final target is approximately 2 crore active Annapurna Bhandar beneficiaries.

Annapurna Bhandar vs Lakshmir Bhandar: Key Differences

Annapurna Bhandar replaces Lakshmir Bhandar, but the transition is not one-to-one. The two schemes differ in benefit amount, eligibility rules, and what the form asks for. Existing Lakshmir Bhandar beneficiaries do not need to reapply, but anyone facing a payment delay or SIR exclusion should read the detailed guides on Lakshmir Bhandar payment delay fixes and Lakshmir Bhandar SIR exclusion.

    Annapurna Bhandar Eligibility Criteria

Eligibility is the first filter applied at the verification stage, so applicants should check the criteria carefully before downloading and filling the form. The Department of Women & Child Development and Social Welfare has set four hard rules and several soft disclosures.

    Who Is Eligible

    • Gender & Domicile: Permanent female resident of West Bengal (Indian citizen)
    • Age: Between 25 and 60 years on the date of application
    • Employment: Not a permanent government employee and not drawing a regular salary or pension from Central / State government, statutory bodies, panchayats, municipalities, or government-aided institutions
    • Tax Status: The applicant, or any member of the household, must not be an income-tax payer

    Who Is Excluded

    • Female applicants who are below 25 or above 60 years of age
    • Female applicants (or households) that pay income tax
    • Permanent / pensioner Central or State government employees
    • Members of households already covered by 3+ permanent pucca rooms with land and 4-wheeler ownership (asset test in Section C)
    • Beneficiaries removed during the SIR-2026 database cleaning (deceased, permanently deleted from voter list, or non-citizens)

Auto-Migration Note: If you already receive Lakshmir Bhandar, you do not need to reapply. You will be auto-migrated to Annapurna Bhandar. The 30 lakh excluded cases were identified as non-Indian citizens, voters whose names were permanently removed from the rolls, or households that did not apply to a SIR-linked tribunal or for citizenship under the CAA. For the complete exclusion logic, see the SIR exclusion guide.

    13-Page Form Structure: Section A to H

The form is divided into 8 colour-coded sections spread across 13 pages. Each section gathers data that will be verified by BDO / SDO officers during the ground-truthing stage and then uploaded to the central portal for final approval by District Magistrates or the KMC Commissioner.

The 13-page form is divided into 8 sections: A: Family Identity (12 fields), B: Ration Card (3 fields), C: Assets (5 fields), D: Income & Employment (8 fields), E: Other Identity Documents (3 fields), F: Social Status (2 fields), G: Government Schemes Enrolled (2 fields), and H: Declaration & Signature (1 field). Each section is detailed in its own H3 below, with the field count and what information is required.

Section A — Family Identity (Parichiti)

This is the first and longest section, covering all 12 identification fields for the Head of Family (HOF) and every adult member of the household. Fill the HOF details on page 1, then list each adult member on subsequent pages of this section.

    • HOF name, Aadhaar number, EPIC / Voter ID number
    • Mobile number linked to Aadhaar, alternate mobile
    • Full residential address with PIN code and post office
    • For each adult member: name, Aadhaar, EPIC, relation with HOF, age, marital status, occupation
    • For children below 5: name and Aadhaar (NA if not issued)

Section B — Ration Card Details

This section captures your Public Distribution System (PDS) linkage. Three fields are mandatory for all ration-card holders.

    • Ration card type: AAY, PHH, SPHH, or RKSY
    • Ration card number (12-digit)
    • Fair Price Shop (FPS) number and dealer name

Section C — Household Assets (Sampad)

This is the most-detailed section. The form explicitly asks whether the house has 3 or more permanent pucca rooms and whether the family owns land or a non-commercial four-wheeler. Five fields in total.

    • Housing: Number of pucca rooms (Y/N for 3+), ownership status (owned / rented / government-allotted)
    • Land: Y/N, total area in decimals, Record of Rights (RoR) number, mutation certificate number, latest land-registration document
    • Vehicle: Y/N, non-commercial 4-wheeler registration number and model
    • 2-wheeler: Y/N (optional disclosure)
    • Health Insurance: Y/N, government or private, premium amount, sum assured per family member

    Section D — Income & Employment

This section screens out income-tax payers and government employees, the two biggest exclusion categories. Eight fields.

    • Total monthly family income (₹)
    • Primary and secondary income sources (agriculture, daily-wage, business, salary, pension, remittance)
    • HOF employment status (employed / self-employed / unemployed / homemaker / student)
    • Applicant's specific employment status
    • PAN card number (if any)
    • Income tax return filed in last assessment year? (Y/N)
    • Any family member a Central / State government employee? (Y/N)
    • Any family member drawing a government pension? (Y/N)

Section E — Other Identity Documents

This section is for additional identity numbers that the verifier will cross-check at the BDO counter. Three fields.

    • Aadhaar (12-digit, confirm bank-link status)
    • Voter ID / EPIC number
    • Swasthya Sathi card number (West Bengal's universal health-cover card, if issued)

    Section F — Social Status

Two fields. The caste certificate is only required if you claim SC / ST / OBC minority status; disability disclosure is optional but helps with future scheme prioritisation.

    • Social category: General / SC / ST / OBC / Minority
    • Disability status: Y/N, type, percentage (if applicable)

Section G — Government Schemes Enrolled

Tell the state which other welfare schemes you already receive. This is how the Annapurna Bhandar record is de-duplicated against Ayushman Bharat, PMAY, Ujjwala, and the Kanyashree Prakalpa. Two fields.

    • Currently receiving Lakshmir Bhandar? (Y/N)
    • List of other schemes (Ayushman Bharat, PMAY, Ujjwala, Kanyashree, Swasthya Sathi, etc.)

    Section H — Declaration & Signature

Final declaration confirming the truthfulness of all information provided. A false declaration can lead to disqualification and recovery of any ₹3,000 already disbursed. One signature field plus place and date.

    • Applicant's full signature (in running hand, not initial)
    • Place and date of signing

Step-by-Step Guide to Fill the Form Correctly

Errors in any of the 36+ mandatory fields will lead to rejection or delays. The form-fill sequence below is the order BDO verifiers will check, so work through it in the same order to avoid back-and-forth at the counter.

    1. Start with Section A. Write the HOF's name exactly as on the Aadhaar card. A mismatch will trigger a rejection even if all other sections are perfect.
    2. Add every adult member. Each member needs their Aadhaar and EPIC. Children below 5 are exempt from Aadhaar; write NA in the box.
    3. Section B (Ration Card). Locate your 12-digit ration card number on the front page of the printed card. The FPS number is on the top-right of the same page.
    4. Section C (Assets) is the most failure-prone. If you own land, get the latest RoR, mutation certificate, and registration paper before you fill this section. Skipping any of these documents will hold up verification.
    5. Section D (Income) — be honest. If anyone in the household files income tax, do not apply. The BDO will cross-check PAN against the IT department database.
    6. Section E (Other Identity). Confirm the Aadhaar number is the same one linked to your bank account. If it is not, use the NPCI BASE Aadhaar seeding guide to fix the link first.
    7. Section F (Social Status). Only fill the caste field if you have a valid certificate. Skip the disability field if not applicable.
    8. Section G (Govt Schemes). Mark Yes for Lakshmir Bhandar only if you actually receive the ₹1,500 - ₹1,700 monthly payment. False claims will be caught in the SIR cross-check.
    9. Section H (Declaration). Sign in running hand at the BDO / SDO counter in the verifier's presence. A pre-signed form will be rejected.

How to Apply Offline (BDO / SDO / Janakalyan Shibir)

Offline submission is the recommended route for rural applicants and for anyone who is not comfortable with online upload. The state has set up three tiers of physical counters plus special camps.

    1. Collect the form from your local BDO (rural), SDO / Municipality (urban), or Nabanna
    2. Fill the form in block letters, attach self-attested copies of all required documents
    3. Submit at the counter between 10 AM and 4 PM on working days
    4. Collect the acknowledgement slip with the Application Reference Number
    5. Janakalyan Shibir special camps are scheduled 15-17 June 2026 across the state for high-footfall submission. BDO field teams will also conduct door-to-door help drives.

How to Check Annapurna Bhandar Application Status

After submission, the BDO / SDO will conduct physical ground verification. The verified reports are uploaded to the central portal, and the District Magistrate (or KMC Commissioner for Kolkata) is the final sanctioning authority. To track your application:

    1. Visit socialsecurity.wb.gov.in and log in with your mobile + OTP
    2. Click Track Application Status
    3. Enter your Application Reference Number or Aadhaar number
    4. The current stage (Submitted / Under BDO Verification / SDO Verification / DM Approved / DBT Disbursed) will be displayed

For the exact first-installment date and DBT timeline, see the Annapurna Bhandar payment status check guide and the district-wise district-wise portal status list.

How ₹3,000 DBT Reaches Your Account

Annapurna Bhandar is a pure Direct Benefit Transfer scheme. The state credits the monthly ₹3,000 only to the bank account that is Aadhaar-seeded in the NPCI mapper. If the Aadhaar-bank link is broken or points to the wrong account, the payment will bounce back to the state treasury.

    1. State Treasury initiates the monthly ₹3,000 credit for verified Annapurna Bhandar beneficiaries.
    2. NPCI Mapper routes the payment to the bank account that is Aadhaar-seeded in the beneficiary's name.
    3. Bank (Aadhaar-seeded) receives the credit instruction and verifies the Aadhaar-bank mapping.
    4. ₹3,000 credited to Account: the monthly benefit is deposited in the beneficiary's bank account, typically within the official disbursement cycle.

If the credit does not arrive within 7 days of the official cycle, the most common cause is a dormant or wrong Aadhaar-linked account. Check via the DBT bank-link guide and the NPCI BASE bank-account update fix.

    Conclusion

The Annapurna Bhandar form is the most-detailed welfare application West Bengal has issued in a decade, and the 13-page structure with 8 sections A to H is the state's way of tightening eligibility before disbursing the doubled ₹3,000 monthly benefit. Female applicants aged 25-60 not in government service or paying income tax should download the form from socialsecurity.wb.gov.in or pick it up at their local BDO, SDO, Municipality, or Nabanna counter, then submit between 1 June and 25 August 2026. Lakshmir Bhandar beneficiaries are auto-migrated, so do not reapply; instead, confirm the Aadhaar-bank link on the NPCI portal and wait for the first disbursement cycle.

If your district portal is not yet live, check the district-wise status list. If your DBT is stuck, follow the NPCI BASE seeding and bank-update fixes. If you were on Lakshmir Bhandar and have been excluded under the SIR-2026 cleaning, the exclusion guide explains the three appeal paths. Fill the form carefully, attach every asset document, and you should be in the first ₹3,000 disbursement batch.

If you are a new applicant (not on Lakshmir Bhandar), register on socialsecurity.wb.gov.in with your mobile + OTP, fill the 13-page form across 8 sections A to H, upload scanned Aadhaar/EPIC/ration card/bank passbook, and submit to get an Application Reference Number. Annapurna Bhandar (also called Annapurna Yojana) is a West Bengal Government welfare scheme launched on 1 June 2026 that credits ₹3,000 per month to the Aadhaar-linked bank account of eligible women, replacing the Lakshmir Bhandar scheme. To be eligible, the applicant must be a permanent female resident of West Bengal, aged between 25 and 60, not a permanent or pensioner Central/State government employee, and not from a household that pays income tax. Existing Lakshmir Bhandar beneficiaries (around 2.20 crore) are auto-migrated, except for approximately 30 lakh who were excluded during the SIR-2026 database cleaning (non-citizens, voters removed from the rolls, or those who did not appeal under CAA).

The form is identical in structure to the English and Hindi versions — 8 sections A to H covering family identity, ration card, assets, income, identity documents, social status, government schemes, and declaration. You can also pick up a free printed Bengali copy at every Block Development Office (BDO), Sub-Divisional Office (SDO), and Municipality office across West Bengal, or at the Janakalyan Shibir special camps scheduled 15-17 June 2026.

The same documents are required for both online upload and offline BDO/SDO counter submission.
The Annapurna Bhandar enrolment window is 90 days, from 1 June 2026 to 25 August 2026. The form itself was released on 27 May 2026 and is available both online (socialsecurity.wb.gov.in) and offline (BDO/SDO/Municipality/Nabanna offices) for pickup. The online portal goes fully live for new applications on 1 June 2026. Existing Lakshmir Bhandar beneficiaries are auto-migrated and do not need to reapply. If you miss the 25 August 2026 deadline, the state may extend enrolment on a case-by-case basis, but the official window closes on that date.
Visit socialsecurity.wb.gov.in and log in with your mobile number + OTP. Click the Track Application Status link, then enter your Application Reference Number (issued at the time of submission) or your Aadhaar number. The portal will display the current stage — Submitted, Under BDO Verification (rural), Under SDO Verification (urban), DM Approved, or DBT Disbursed. You will also receive an SMS update at each stage. For the first installment date and DBT timeline, see the Annapurna Bhandar payment status guide. If your district portal is not yet live, check the district-wise status list for an ETA.
Go to the NPCI portal (npci.org.in) and click Customer → Bharat Aadhaar Seeding Enabler (BASE) → Aadhaar Mapped Status. Enter your Aadhaar number + captcha + OTP, and the portal will show which bank account is currently linked to your Aadhaar for DBT. If the wrong account is mapped, go to Aadhaar Seeding/Deseeding → Seeding, choose your bank, enter the new account number, accept the declaration, and confirm via OTP. Allow 24-48 hours for the new mapping to take effect. Existing Lakshmir Bhandar beneficiaries must ensure their Aadhaar-linked bank account is active and in their own name, since the ₹3,000 will be credited only to the seeded account.
